Chad, it seems you might get a better seal if you could smooth out that surface where some of the fibers have gotten close to the drain hole. Not sure how much working room you have in that space, but have you considered using a disk/random-orbit sander to flatten out that surface where the gasket and drain pipe would make contact with the bottom of the tub? This involves 3 steps. They are; Fill the tub with water and mark the level of the water. Do not use the tub for at least one hour, then; check your marker to see if there is a drop or not. The level of the drop corresponds to how high or low the level of a leak is. Method 2.

You can actually repair it. Generally make it dry. Sand down the surface around the effected areas. If there is an actual hole try using plywood to fill the hole. Apply fibreglass (you can buy strips of it) and coat each piece entirely in epoxy resin. Let it cure and repeat until there is a correct thickness.
